I've bought my kids pint-sized backpacks at The Children's Place. Land's End also has a variety of very cool ones.
I love the Pottery Barn Kids backpacks. They are very well made and come in many different sizes. In addition to selling various pre-school sized backpacks (9"x4.5"x11.5") they also sell a size small (12"x6"x15"), which is a wonderful size for young children (4-8yrs). My older daughter (7 1/2) has a size small and it fits a regular sized notebook w/out being too huge and bulky for her. I think my large 3 yr old would probably also do okay with this size, as long as it wasn't too heavy.http://www.potterybarnkids.com/shop/kids/back-to-school/backpacks-lunch-bags/
We love the Kidorable backpack. My daughter is 2 and has the ladybug and it fits her perfect!
Blue Calla on etsy! Her toddler backpacks are adorable!!! I don't have one, but I do have a purse made by her and it's perfect quality so I'm sure the backpacks should hold up well. I don't think any toddler would carry as much, and as heavy of stuff, as I do and my seams have held up on my purse for the entire summer.
We love the Crocodile Creek backpacks for little guys. Diapers.com had our "Jousting Knight" backpack delivered less than 16 hours after I ordered it! I love the crocodile creek has some interesting and uncommon themes, like the jouster, a solar system, etc.
